In 2001, when Olivia Tremor Control’s Will Cullen Hart gathered some of his former bandmates together (along with a handful of new members) to produce a self-titled release as the band Circulatory System, the idea of continuing that project some eight years later would probably have been scoffed at. Of course, no one could foresee the rocky future ahead for Hart, diagnosed in the intervening years with multiple sclerosis. Thanks to effective treatment of the illness, he's back in the musical director’s chair, and these songs attest to his artistic vision and his feisty passion for the creative process. Joined here by all the original, core OTC members and Neutral Milk Hotel’s Jeff Mangum and Julian Koster, <i>Signal Morning</i> is a semiotic exercise of sorts: the emphatic “Round Again” telegraphs triumph, the galloping “Overjoyed” and the 23 seconds of “News From the Heavenly Loom” are symbols of cautious optimism, and the Beatlesque psychedelia of “The Breathing Universe” and “This Morning - We Remember Everything” are nods to healing and new beginnings.
