Also known as Dudley Perkins, Declaime is a rapper/singer from Oxnard, Calif., blessed with a distinct and charismatic, ultra-mellow, mega-laid-back style. He's been active since the late '90s, and his proudly bugged-out music is relentlessly positive, slightly goofy, and immensely likable. In recent years, he's been increasingly busy, dropping consistently dope albums on a wide variety of labels and working extensively with his musical and life partner Georgia Anne Muldrow on a series of G&D joints, including <i>SomeOthaShip</i> and <i>Heaven or Hell</i>. Released in 1999, <i>Illmindmuzik</i> is his solo debut. It's produced entirely by longtime homie Madlib, who provides a seriously funky, smoke-friendly backdrop to Declaime's delightfully woozy verses, centering around crate-digging and mind-expanding. It's a great album and a must for fans of Cali underground hip-hop (with guest spots from Lootpack, Evidence, and Spontaneous); this includes the full EP and instrumentals for every track. "Roll 'Em Right" and "Let It Be Known" are straight-up classics.
