Brimming with compassion and indignation for the troubles of immigrants and other marginalized groups, <i>Clandestino</i> blends loping reggae, simmering rumba, and occasional rockers sung in French, English, Portuguese, and Spanish, layering in samples that sound beamed from a pirate radio station. Raised in Paris' polyglot suburbs, Chao speaks the language of the world's dispossessed—and commands your attention with it.
