Kylie Minogue makes the transition from soap star to pop star on her upbeat debut album of vibrant ’80s dance tracks. With UK producers Stock Aitken Waterman, she retools Goffin and King’s 1962 hit “The Loco-Motion” from steam to electric. Her toothy vocals glide atop shunting beats and brassy keyboard blasts on “Got to Be Certain,” while she expertly pulls off some midtempo Europop heartbreak—and a French accent—on “I Still Love You (Je ne sais pas pourquoi).”
